The mobile number prefix 0963 or +63963 in the Philippines is associated with Smart Communications and its subsidiary, Talk ‘N Text (TNT). This prefix is not used by Globe Telecom.
However, with the implementation of the Mobile Number Portability (MNP) law in the Philippines, subscribers can switch networks without changing their mobile numbers. This means a number starting with the 0963 prefix, originally assigned to Smart or TNT, could now belong to a different network if the user has ported their number.
